WEF and UK FCA publish a white paper on quantum security for finance
17 JANUARY 2024, LONDON
The World Economic Forum and the UK Financial Conduct Authority published a white paper on quantum security for the financial sector on 17 January 2024. The paper sets out principles and frameworks and aims to inform global regulatory approaches. It is a thought-leadership document rather than a set of binding rules, so firms should read it for direction rather than obligation.
The authorship is worth parsing. Although the FCA co-authored the paper, its content stays at the level of principles and frameworks, not FCA rules. That distinction matters for firms: the paper signals how regulatory thinking on quantum security is developing without creating a requirement they must meet. It describes a direction, not a deadline.
The main audience is regulators, policymakers and financial-sector risk leaders. By aligning global regulatory approaches to quantum security, the paper tries to reduce the chance that different jurisdictions pull the sector in incompatible directions. For a globally interconnected industry, that coordination is as valuable as any single technical recommendation.
Why it matters. The paper is an early signal of where financial regulation on quantum security is heading, written with a regulator's involvement but short of regulation itself. Firms can use it to anticipate the principles future rules may embody, and to shape internal frameworks that will likely sit well with those rules. Treating it as foresight rather than compliance is the right reading.
