Singapore CSA issues a final post-quantum migration handbook
16 JULY 2026, SINGAPORE
The Cyber Security Agency of Singapore published a final post-quantum migration handbook and a readiness index on 16 July 2026. The documents supersede the October 2025 draft and place particular emphasis on critical information infrastructure. Together they give Singapore's organizations practical migration guidance and a way to measure their progress.
The readiness index is the notable addition. It gives organizations a standard measure of where they stand on post-quantum preparation, so an organization can track its own progress over time. It also lets the agency gauge readiness across the sector, which helps it target support and attention where organizations lag.
The handbook addresses organizations across Singapore, but it prioritises critical information infrastructure operators. Those operators run the systems whose failure would cause the greatest harm, so focusing the migration guidance on their needs first reflects a risk-based approach. Finalising the handbook after a draft period shows the guidance has absorbed feedback before taking its settled form.
Why it matters. The CSA has moved from draft to final guidance and added a readiness index, giving Singapore's organizations both a method and a measuring stick for post-quantum migration. The emphasis on critical information infrastructure directs the most detailed help to the operators who need it most. Organizations can use the index to benchmark themselves now and follow the handbook to close the gaps it reveals.
