India's MeitY and CERT-In publish a quantum readiness white paper
11 JULY 2025, NEW DELHI
India's Ministry of Electronics and Information Technology, MeitY, and the national cyber agency CERT-In published a quantum readiness white paper on 11 July 2025. The paper offers guidance on preparing for post-quantum cryptography, helping Indian organizations understand the threat and the steps to prepare. It sets no deadline, so it informs rather than compels.
The white paper's role is to build awareness and point to practical steps. It covers the kinds of foundational work, such as cryptographic inventory and crypto agility, that any migration depends on. By issuing guidance before any dated mandate, MeitY and CERT-In gave organizations time to understand the problem before firmer obligations arrived.
Those obligations followed. The February 2026 task force report set dated critical-infrastructure deadlines, so the white paper and the task force together show India moving from awareness-building guidance toward concrete timelines. Organizations that engaged with the white paper early were better placed when the deadlines appeared.
Why it matters. The MeitY and CERT-In white paper marks India's first broad step on post-quantum readiness: guidance to build awareness and point organizations toward foundational work. It carries no deadline, but it preceded the task force deadlines that did. Indian organizations can use the paper to understand the steps and start their inventory now, ahead of the dated critical-infrastructure targets that followed it.
