Companion executive order on quantum innovation sets no encryption deadlines
22 JUNE 2026, WASHINGTON
President Trump signed Executive Order 14413, "Ushering in the Next Frontier of Quantum Innovation," the same day as Executive Order 14412. It is a distinct order, with Federal Register document number 2026-12910. It is a companion on quantum research and commercialization, not a migration instrument.
According to Skadden's June 2026 client alert, it establishes a whole-of-government approach to speed the development of quantum computing, sensing and networking in the United States while restricting adversary access, including through export controls. Skadden presents it together with EO 14412 and the Department of War's post-quantum strategy as one package, titled around advancing quantum innovation and mandating the post-quantum transition.
The innovation order does not set cryptographic migration deadlines. Those sit in EO 14412 and the OMB memorandum M-26-15. Readers who search for "the quantum executive order" may land on either.
The order reaches the quantum technology industry, research institutions and agencies that fund or regulate quantum work, plus companies that trade quantum items under export-control restrictions.
Why it matters. Executives should not confuse the two orders: this one concerns research, commercialization and export controls, while EO 14412 carries the encryption migration dates. Companies that make or trade quantum technology should expect tighter export-control attention. Security teams should read EO 14412 and M-26-15 for migration obligations.
