Caribbean updates its cybersecurity action plan with an incident response pillar

31 OCTOBER 2025, PORT OF SPAIN

CARICOM and its implementing agency IMPACS updated the Caribbean cybersecurity action plan on 31 October 2025, adding an incident response pillar. The addition strengthens the region's ability to respond to cyber incidents, extending the plan from prevention toward handling events when they occur. It reflects a maturing regional approach to cyber resilience.

The plan addresses cyber resilience broadly rather than quantum specifically. Even so, a stronger regional foundation matters for quantum readiness, because the capacity to inventory systems, respond to incidents and coordinate across states is the same capacity that quantum migration will draw on. The plan builds general strength that supports specific future challenges, quantum among them.

Working regionally is the plan's defining feature. CARICOM represents the Caribbean Community, and acting together lets smaller states pool capacity and coordinate their efforts. That approach matters where individual countries may lack the resources to tackle cyber resilience alone, so a regional plan multiplies what each member can achieve on its own.

Why it matters. The updated Caribbean action plan strengthens regional cyber resilience with an incident response pillar, building the collective capacity smaller states need. It does not address quantum directly, but the foundation it lays supports future quantum work. Member states can treat the stronger regional footing as a base on which to add quantum-specific preparation as the threat and international expectations develop.

Frequently asked questions

On 31 October 2025, CARICOM and IMPACS updated the regional cybersecurity action plan to add an incident response pillar. The addition strengthens the region's ability to respond to cyber incidents as part of a broader resilience effort.

The plan addresses cyber resilience broadly rather than quantum specifically. A stronger regional cyber foundation, including incident response, supports the capacity that member states will need as quantum risk grows, even though the plan does not name quantum.

CARICOM, the Caribbean Community, and its implementing agency IMPACS lead the plan. Working regionally lets smaller states pool capacity and coordinate, which matters where individual countries may lack the resources to tackle cyber resilience alone.
