Canada's federal migration roadmap sets 2031 and 2035 deadlines
23 JUNE 2025, OTTAWA
Canada's federal migration roadmap, ITSM.40.001, was issued on 23 June 2025. It calls for migration plans in April 2026, high-priority systems migrated by the end of 2031, and the remaining systems by the end of 2035. The staged dates give federal organizations a clear schedule, moving from planning to priority systems to full completion.
The roadmap gained force through a Treasury Board policy instrument. The SPIN, issued on 9 October 2025, turns the guidance into a requirement, and contracts signed after 1 April 2026 carry post-quantum clauses. That procurement lever means the roadmap reaches suppliers, not just internal federal systems, extending its effect across the government's supply chain.
The April 2026 contract date is the one suppliers should mark. From that point, new agreements with the Canadian government carry post-quantum clauses, so vendors must be ready to meet them. Pairing internal deadlines with procurement clauses mirrors the approach other governments have taken, where contract terms turn a roadmap into an obligation that vendors cannot ignore.
Why it matters. Canada has backed its 2031 and 2035 federal deadlines with a Treasury Board instrument and post-quantum contract clauses from April 2026, so the roadmap carries real force. Federal organizations have a staged schedule, and their suppliers face post-quantum terms in new contracts. Vendors to the Canadian government should prepare now, since the contract clauses begin applying in April 2026.
